Embedded Symbiosis:Deconstructing the Action Logic of Government-Enterprise Cooperation in Rural Elderly Care Service Governance

Abstract
Activating the operational mechanism of nursing homes,which serve as critical bases for developing elderly care services in rural areas,is of great significance for the construction of the elderly care service system.Using Burawoy's extended case method,this study constructs an analytical framework of"Service Embedding-Responsibility Sharing-Mutual Symbiosis"based on a case of government purchasing elderly care services in a nursing home in X County,Southwest China.The action logic of government-business collaboration in rural elderly care service governance is decon-structed from the perspective of the process of government-enterprise cooperation.The study finds that,through the form of government purchase of eld-erly care services,rural public institutions have actually formed a governance pattern where service embedding drives responsibility sharing and ulti-mately achieves government-enterprise mutual symbiosis,which is particularly suitable for regions with limited fiscal capacity,low corporate participa-tion,and a need for incremental reform.The cooperative situation presents an evolutionary process from performance bottoming out and leadership atten-tion to reaching a consensus on cooperation.The essence of the cooperation logic is fundamentally a socialized reform that employs service embedding as the primary means to enhance service efficiency through the introduction of market mechanisms.Its core lies in dismantling the government-monopolized model of nursing homes,establishing a collaborative model of shared responsibilities between the government and enterprises,expanding the operational boundaries of traditional nursing homes while ensuring their public welfare attributes remain unaltered.Ultimately,it aims at value co-creation based on mutual symbiosis so as to achieve the dual enhancement of service effectiveness and social value.关键词
