Abstract
In response to prevalent management challenges associated with temporary land use in large and medium-sized hydropower projects such as significant financial pressure,poor procedural coordination,and mismatched land use durations,this study systematically analyzes the operational principles and core issues concerning regulatory access,cost composition,and implementation pathways from a whole-process management perspective.The results indicate that this research clarifies stringent access conditions and cost management logic;reveals core problems including prolonged capital occupation cycles,procedural discontinuities,and timeline mismatches,and proposes targeted optimization recommendations.These include implementing a"pledge mechanism in lieu of advance payments"to alleviate financial pressure,establishing a categorized write-off mechanism to achieve procedural closure,and utilizing cascading succession policies to enable dynamic timeline adaptation.The proposed suggestions are grounded in policy and practical feasibility,offering systematic solutions for project development entities and natural resource management authorities.They hold significant reference value for promoting the synergistic development of engineering construction and ecological protection.关键词
