摘要
Abstract
In response to issues such as long cycles,low efficiency,and high specialization requirements in the resettlement acceptance of water conservancy and hydropower projects,this paper explores the role and implementation pathways for introducing third-party technical pre-acceptance.Through a systematic analysis of the role of technical pre-acceptance in four aspects such as verifying conditions,guiding rectifications,improving efficiency,and strengthening supervision,and considering the different requirements at the three stages of river diversion/closure,gate closure for impoundment,and project completion,the specific tasks,methods,and the linkage mechanism between technical pre-acceptance and administrative acceptance are discussed.The results indicate that this study clarifies the core tasks and work requirements of technical pre-acceptance at various stages;reveals existing problems such as imperfect institutional basis,cognitive biases among stakeholders,and an underdeveloped work system;and subsequently proposes improvement suggestions focusing on strengthening top-level design,refining the full-process work system,and enhancing technical services.The research demonstrates that the"technical pre-acceptance+administrative acceptance"model can effectively enhance the professionalism and efficiency of resettlement acceptance work.By identifying and resolving issues in advance,it provides reliable technical support for administrative acceptance,and can be promoted and applied in large and medium-sized water conservancy and hydropower projects.关键词
