A Systematic Review and System Optimization of Provincial Sports Regulations and Poli-cies in China:An Empirical Study Centered on Sports Regulations and Policies of Hubei

Abstract
China's provincial sports laws and policy system is a crucial institutional support for implementing the national a leading sport-ing nation strategy and for leveraging sports to drive regional economic and social high-quality development.Focusing on Hubei province,this study systematically examines the overall characteristics and systemic deficiencies of provincial sports laws and policies,finding that the institutional supply exhibits certain fragmentation,some policy contents need further refinement,and cross-departmen-tal coordination mechanisms still need to be strengthened.Through inter-provincial comparisons in key areas such as youth sports,mass fitness,the sports industry,competitive sports,sports rule of law,and sports social organizations,this paper proposes a provin-cial integration-oriented approach to construct a legal and policy framework comprising one core,two clusters,three platforms,and four lists,to optimize cross-departmental,multi-level,and cross-regional collaborative governance mechanism,and to achieve a transformation from fragmented supply to systemic integration,and from temporary collaboration to institutional synergy,with the aim of providing a replicable provincial institutional solution for the future high-quality development of sports.关键词
