The Improvement of the Global Stocktake Mechanism and China's Response to Climate Change
摘要
Abstract
The completion of the first global stocktake by the contracting parties to The United Nations Framework Convention on Climate Change marks a significant step in implementing the global stocktake mechanism.While this mechanism plays a crucial role in global climate governance,the first global stocktake also reveals some problems,such as insufficient operability,difficulties in ensuring data accuracy and comprehensiveness,vague fair assessment criteria and the insufficient coercive force,which affects the effectiveness of the global stocktaking mechanism and restricts the smooth progress of global climate action.This requires constantly adhering to the transparency rule and compliance mechanism,improving the legal supervision system,further refining data legal rules,and building a fair evaluation system.As an important contributor and leader in climate governance,China should continue to improve the carbon data regulatory rules,speed up the legislative process of climate change law,strengthen the government's role in climate meta-governance,actively promote climate diplomacy,and strengthen international cooperation on climate governance.关键词
