The Internal Mechanism and Governance Efficacy of the Diversified Dispute Resolution Mechanism in Hometown of Overseas Chinese:Taking the"Jizhai Model"of Qingtian as an Example

Abstract
As a unique field of social governance in China,hometown of overseas Chinese faces a range of challenges,including cross-border dispute subjects,difficulties in fact-finding,pluralistic legal application,and obstacles to enforcement.By integrating elite,political,financial,and cultural resources,Qingtian County has constructed the"Jizhai Model"through practical exploration—an integrated"four-in-one"diversified dispute resolution mechanism encompassing prevention,efficiency,standardization,and assessment.This model achieves collaborative governance through Party building guidance,facilitates rational dialogue via democratic consultation,overcomes spatiotemporal barriers with digital empowerment,and reshapes value identification based on a culture of good governance.The"Jizhai Model"successfully translates institutional advantages into governance efficacy.By enhancing synergy in grassroots governance,innovating governance modes,optimizing governance means,and reshaping the governance environment,it offers a valuable reference for promoting the modernization of grassroots social governance.关键词
