浙江山区县"千万工程"实施成效及优化路径研究
Research on the Implementation Effectiveness and Optimization Pathways of the"Green Rural Revival Program"in Mountainous Counties of Zhejiang Province

Abstract
With the comprehensive advancement of China's Rural Revitalization Strategy,how to improve the sustainable development capacity of mountainous counties has become a key issue in policy implementation. Zhejiang Province,as the birthplace of the"Green Rural Revival Program",exhibits different development trajectories across its mountainous counties due to complex geographical conditions and uneven resource distribution.Focusing on 22 mountainous counties in Zhejiang,this study constructs a comprehensive evaluation Index system for rural revitalization covering five dimensions—industry,ecology,governance,culture,and life—based on the program's three evolutionary stages.Using the CRITIC method to determine indicator weights,and applying both static and dynamic panel models alongside mediation effect analysis,this research systematically evaluates the policy's transmission mechanisms and implementation effectiveness.The results indicate that the program's promoting impact is the most pronounced during the second stage;infrastructure development,agricultural structure optimization,and technological innovation serve as key mediating factors at different stages.Moreover,the policy exhibits stronger marginal effects in economically underdeveloped and geographically remote areas.Based on this,the paper proposes three policy recommendations:first,strengthening the deep integration of digital technology with distinctive industries to overcome resource constraints in remote mountainous areas;second,implementing differentiated policies by region and category to enhance the efficiency of policy resource allocation;and third,establishing a coordinated"industry-ecology-governance"promotion mechanism to boost endogenous development momentum in mountainous counties,thereby providing a practical pathway for similar regions nationwide.关键词
