Promoting Integrated Urban-Rural Development through Factor Mobility:Lessons Learned,Constraints and Implementation Pathways

Abstract
The integrated development of urban and rural areas constitutes an essential requirement for China's mod-ernization,with the bidirectional flow of factors serving as its core driving force.Drawing upon China's urban-rural de-velopment realities,this paper examines domestic and international practices that promote factor mobility to advance in-tegrated development.These include strengthening institutional safeguards,enhancing industrial leadership,advancing eq-uitable basic public services,and mobilizing collaborative efforts from diverse stakeholders.It analyses current constraints in China,such as inadequate institutional coordination,low levels of industrial integration,one-way factor flows driven by urban-rural income disparities,and prominent conflicts between ecological conservation and development.Research indicates that advancing urban-rural integration necessitates dismantling the constraints of the dual structure and explor-ing distinctive pathways tailored to local conditions.To this end,efforts should focus on refining the institutional frame-work for factor mobility,enhancing the modern industrial system at the county level,narrowing the urban-rural income gap,and harmonizing ecological conservation with economic development.These measures will facilitate the equitable ex-change of factors between urban and rural areas and foster shared prosperity.关键词
