"内卷式"竞争下的地方产业补贴公平竞争审查实施机制
The Implementation Mechanism of Fair Competition Review for Local Industrial Subsidies under"Involutionary"Competition
摘要
Abstract
The primary policy tool used by local governments to compete is industrial subsidies.However,under"involutionary"competition,these subsidies have generated negative effects,such as the distortion of subsidy tools,misallocation of resources,and the segmentation of regional markets.Concurrently,the fair competition review of local industrial subsidies still faces practical difficulties,including vague review standards,the paradox of self-review,the inertia of local protectionism,and a professional capacity gap.Based on this,the fair competition review of local industrial subsidies should first impose institutionalized limits on the scope of subsidies,stratify and reconstruct the competitive effects of industrial subsidies,strengthen the independence of the reviewing body,and promote the widespread adoption of a regional collaborative review mechanism.This aims to foster effective coordination between industrial policy and competition policy,promoting the formation of a unified national market under an effective competition model.关键词
