长江口航道体系建设与创新发展思考
Reflections on the construction and innovation-driven development of the Yangtze River Estuary Navigation Channel System

Abstract
The Yangtze River Estuary Navigation Channel is the core hub of the Yangtze River's Golden Waterway and a major infrastructure for the implementation of national strategies such as the development of the Yangtze River Economic Belt,Yangtze River Delta Integration Development,and the building of the Shanghai International Shipping Center.After more than 70 years of governance research and engineering practice,the estuarine bar has been successfully navigable.The construction targets of the 12.5-meter deep-water channel in the North Passage and the 6.0-meter first-phase channel in the South Passage have been fully achieved.These efforts have yielded substantial research outcomes in estuary governance as well as remarkable economic and social benefits,marking the entry of Yangtze River Estuary channel governance research and system construction into a new developmental phase.To promote the high-quality development of the Yangtze River Estuary Navigation Channel,based on summarizing the hydro-sedimentary characteristics of the Yangtze River Estuary and the innovative achievements in channel governance research,this paper analyzes the current situation,development needs,and challenges faced by the construction of the Yangtze River Estuary Navigation Channel System.It further studies and puts forward the development goal of"building a world-class estuarine navigation channel",the development of a modernized estuarine navigation channel system featuring four core attributes—"greater navigational smoothness,enhanced resilience,higher-level intelligence,and stronger green orientation"—as well as 16 key innovative development areas,with a view to providing a reference for the research,construction,and development of the Yangtze River Estuary Navigation Channel System.关键词
