Abstract
The centralization of strategic resources means to take control of the key regions affecting the ecological safety of the whole country by the central government,by means of constructing a"national state-owned forestry ecological system"with three"national teams"as the main body,namely,a nature reserve system mainly composed of national parks,a state-owned forestry ecological system mainly composed of state-owned forest areas in Northeast China,and a forestry resource cultivation system centred on state-owned forest farms.This is realized via clarification of the responsibilities in ecological construction between central and local governments,based on the urgency of reinforcement of ecological protection in key regions and our national conditions.At the same time,aiming at the weaknessses in forestry management itself,such as the hard reproduction of"forestry ecological products",the long business cycle in forestry,and the unstable forestry productivity caused by the"weakening"of forestry management units,the article puts forward solutions to strengthen the long-term and large-scale operation of state-owned forest farms to achieve sustainable operation,give priority to ensuring the income of forest farmers in collective forest areas,and improve the forest ecological benefit compensation system and forestry carbon sink trading system to strengthen the weaknesses of forestry management.关键词
