Study on the impact and mechanism of public work programs on the employment quality of rural labor force in ecological conservation areas

Abstract
In recent years,public work programs have become an important means to promote off-farm employment of rural labor in ecological functional areas.However,their actual impact on the employment quality has not been fully examined in empirical studies.Based on the survey data of rural households in Beijing's ecological conservation areas in 2021,the paper explored the promotion effect of public work programs on the employment quality of local rural laborer force after controlling the sample selection bias by applying endogenous switching regression model.The results showed that:(1)Participation in public work programs had a significant positive impact on the employment quality of rural labor force,with an estimated coefficient of 9.82.After controlling the sample selection bias,this positive impact still existed,and was mainly reflected in shortening working hours,improving job stability,enhancing social security coverage,and increasing job satisfaction.(2)Different types of public work programs had varying effects on employment quality.Both the subsidized urban public service job program and the job creation program from social welfare organization significantly promoted employment quality,with estimated coefficients of 16.68 and 14.54 respectively,while the effect of ecological public work program was significantly negative.(3)Both endogenous switching regression and heterogeneity analysis indicated that public work programs effectively targeted the disadvantaged groups in the ecological conservation areas and played a key role in providing employment support,but the focus and promotion effect on women should be improved.(4)Mechanism analysis showed that public work programs mainly improved the employment quality of the rural labor by increasing their training opportunities of participants and expanding the scale of social networks.This paper innovatively adopted the selection bias correction method to identify the net effect of public work programs on the off-farm employment quality of rural labor force in ecological conservation areas and the effectiveness of targeting.Based on the above conclusions,this paper put forward policy implications from the aspects of targeting accuracy,the combination of different employment promotion programs,and the improvement of employment rights for ecological public welfare positions.关键词
