Abstract

Against the macro background of advancing ecological civilization construction,Northwest China,as a crucial ecological barrier and a key region for ecological compensation in China,warrants research into the actual effectiveness of its ecological compensation mechanisms.Such research holds significant theoretical importance and substantial practical value.This study organically integrated the Input-Output model with the PSR(Pressure-State-Response)model to construct a comprehensive four-dimensional performance evaluation framework for ecological compensation.This framework encompassed environmental pressure,natural conditions,environmental pressure,compensation action,and compensation outcome.The entropy weight method was employed to determine indicator weights.Using forest land of Northwest China as a case study,the performance of forest land ecological compensation from 2005 to 2020 was evaluated.Subsequently,an obstacle degree model was applied to identify the primary factors constraining compensation performance in the region.The key findings were as follows:(1)Qinghai exhibited the best natural conditions for forest land,while Ningxia had the poorest.Gansu faced the highest environmental pressure on forest land,whereas Ningxia experienced the least.Xinjiang invested the most in forest land compensation,while Shaanxi invested the least.Ningxia achieved the best compensation outcomes for forest land,while Gansu had the poorest.(2)The comprehensive performance score for forest land ecological compensation in Northwest China increased from 2.3365 in 2005 to 2.4378 in 2022,with an increase of 4.34%,indicating an overall upward trend.The ranking in each province from the highest to the lowest was:Shaanxi,Qinghai,Xinjiang,Gansu,and Ningxia.(3)Obstacle degree model analysis identified natural conditions as the primary constraining factor for forest land ecological compensation performance in Northwest China.The paper proposed the following policy insights:implementing local adaptation and collaborative governance simultaneously,actively developing green finance to facilitate industrial structure upgrading,and reasonably allocating policy tools and continuously improving policy implementation capabilities.
