The theoretical framework and paradigm of territorial space planning environmental impact assessment

Abstract
Territorial space planning environmental impact assessment(TSPEIA)plays an important role in mitigating the negative environmental impact from TSP implementation and hence provides a strategical guideline for the natural resources usage to achieve the green and sustainable development objective.Based on the systematical analysis of the conception and content of territorial space planning(TSP)in China,and the environmental impact mechanism from territorial space change,we proposed the theoretical framework and paradigm of TSPEIA.It is concluded that:(1)the environmental impact from non-TSP driven land use background change should be eliminated in TSPEIA.Besides,the multi-state including during and after the TSP implementation should be considered and the area outside the planning district be assessed;(2)the TSPEIA content consists of setting prediction scenarios,analyzing eco-environmental impact from TSP implementation,predicting and evaluating environmental state,assessing natural resource and environment carrying capacity;(3)the paradigm and general processes include the establishment of evaluation indicator system and assessment of eco-environmental quality in reference year,the scenario setup of non-TSP driven land use background change and prediction of land use pattern in individual states,the assessment of eco-environmental quality in the two scenarios in different states,the achievement of assessment result and suggestion for the environmental mitigation measures.Research conclusion:Our achievements give a referable way to understanding the basic theoretical system such as connotation,general objective and paradigm,and can help establishing the institution for TSPEIA to guide the practice.关键词
