Exploring the logic,measurement and approach of coordinated development of inter-provincial adjacent areas:a case study on the coupling and coordination of Ningchu adjacent core area

Abstract
The coordinated development of inter-provincial adjacent areas was recognized as an effective approach to overcoming administrative barriers and enhancing regional integration.To address challenges including uneven resource distribution,market segmentation,redundant construction,and to foster regional economic development,this study focused on the Pukou-Nanqiao core area within the Ning-Chu inter-provincial adjacent region.A theoretical framework for three-dimensional(ecological,economic,and social)coordinated development was constructed.The coupling coordination degree model and obstacle degree model were employed to analyze the development levels of the regional subsystems and their coordinated evolution from 2013 to 2023.The findings revealed that the essence of synergy in inter-provincial adjacent areas lies in systematic re-regionalization,whereby high-quality regional development is achieved through ecological synergy,market activation,and governance reconstruction.During the study period,a significant improvement in the regional comprehensive development level was observed.The overall system coupling coordination degree trended towards optimization,reaching a higher stage(0.7752),though a gap remained from the high-quality coordination target.Fluctuations were observed in the coordination degree between the ecological and economic subsystems,revealing structural challenges inherent in coordinating adjacent areas.Therefore,achieving the goal of a"cross-border community"necessitates establishing three coordination mechanisms:ecological co-protection,industrial co-chaining,and spatial co-connection.These mechanisms are required to coordinate environmental resources,promote economic integration,and bridge regional gaps.关键词
