Advantages,challenges and policy recommendations for building a China-Central Asia soybean industrial and supply chain cooperation system under the background of China-U.S.strategic competition

Abstract
[Purpose]Against the backdrop of increasingly adversarial strategic interests between China and the United States,the dual challenges of high external dependence and high import concentration in China's soybean sector,can easily evolve into a risk of international supply chain disruption.Establishing a China-Central Asia soybean industry and supply chain cooperation system,anchored in neighboring regions and overland trade,holds strategic significance for decoupling China's soybean industry from the Western-dominated maritime order and safeguarding national food security.[Method]Based on the current conditions,this study employed a systematic strengths-weaknesses analysis to assess the advantages and challenges faced in deepening China-Central Asia soybean cooperation.[Result]Although the current scale of bilateral soybean trade and investment between China and Central Asia is limited,the potential for increased soybean production in Central Asia remains substantial.The region exhibited strong complementarity with China's soybean industry,benefited from low factor costs,and enjoyed institutional dividends from connectivity under the Belt and Road Initiative.Thus,building a regional soybean supply system centered on Central Asia held broad prospects.However,challenges such as multiple constraints on the development of the Central Asian soybean industry,substantial barriers to actual investment,and a complex geopolitical environment could not be ignored.[Conclusion]To effectively construct a China-Central Asia soybean industrial and supply chain cooperation system,it is recommended to approach the issue from a strategic perspective of sub-regional agricultural vertical integration,strengthen technological cooperation and joint efforts,formulate and implement extraordinary policy measures to promote investment and trade,and actively foster multinational grain enterprises rooted in Central Asian countries.关键词
