The Impact of Forestry Ecological Construction Investment on the Development of Forest Tourism

Abstract
⑴ Background——Developing the forest tourism industry is a key measure to transform the advantages of regional forest resources into economic advantages in China,and it is also an inevitable requirement for practicing the"Two Mountains Theory"and promoting the ecological civilizationconstruction.Against the backdrop of global climate change and the green economic transformation,forest tourism has become an important bridge connecting ecological protection and high-quality development.However,forest tourism in China is still constrained by insuf-ficient funds.Although forestry ecological construction investment(FECI)is expected to promote the develop-ment of forest tourism,existing literature lacks the systematic empirical research on its nonlinear effects and transmission mechanisms. ⑵ Methods——This paper first proposed research hypotheses based on theoretical analysis.Then,using panel data from 30 provincial-level administrative regions in China from 2011 to 2021,it examined the direct im-pact of FECI on forest tourism by applying a two-way fixed effects model.A mediating effect model was construc-ted to examine the mediating and transmission roles of forest area,forest stock volume and the value-conversion efficiency of forest ecological products.Additionally,a panel threshold-regression model was applied to investi-gate the nonlinear impact of the scale of FECI.Finally,it systematically evaluated the spatial differences in the effects of FECI and their applicable conditions. ⑶ Results——First,FECI can significantly promote the development of forest tourism.Second,there are significant threshold characteristics in the role of FECI in empowering the development of forest tourism.When the scale of FECI reaches a certain threshold,its empowering effect on the development of forest tourism will be significantly enhanced.Third,FECI can empower the development of forest tourism by promoting forest transfor-mation and improving the value-conversion efficiency of forest ecological products.Fourth,the impact of FECI on the development of forest tourism exhibits significant differences across different regions.In the central regions,the promoting effect of the investment is relatively obvious,while in the western regions,this promoting effect is even more prominent.In the areas with abundant forest resources,the promoting effect of FECI on the develop-ment of forest tourism is more significant. ⑷ Conclusions and Discussions——Based on the above research conclusions,the following policy sug-gestions are proposed:First,strengthen investment in forestry ecological construction.Competent authorities should increase capital input in forestry ecological construction projects such as ecological restoration,forest pro-tection and environmental improvement,so as to provide a solid material foundation for the development of the forest tourism industry.Second,implement regionally differentiated policies based on the economic conditions and resource endowments of different regions.When formulating investment policies,full consideration should be giv-en to the regional economic development level and forest resources status,so as to maximize investment benefits and achieve coordinated industrial development.Third,strengthen the cultivation and restoration of forest re-sources as well as the protection and management of forest ecosystems.Continuously increase investment in forest resources cultivation projects such as artificial afforestation and restoration of degraded forests and improve the supply quality of forest ecological products.关键词
