The Dilemmas and Countermeasures for Enhancing the Resilience of Agricultural Product Supply Chains in Chongqing

摘要

Abstract

Chongqing is designated as both a national"Grain Production Functional Zone"and an"Important Agri-cultural Product Production Protection Zone."Its agricultural product supply chain has made remarkable progress in production capacity,brand building,technological support,quality and safety,among other aspects.However,con-strained by multiple factors such as its mountainous terrain and the structure of its market entities,it still faces four core dilemmas:the"hardware"constraints of geographical location and infrastructure,the"software"shortcomings in inter-entity collaboration and organizational structure,insufficient empowerment from innovation application and tech-nology supply,and the lack of guarantees from the external environment and policy system.In response to the above dilemmas,a four-dimensional countermeasure system is proposed:first,construct a"resilient logistics network"to up-grade infrastructure layout and the application of smart technologies;second,shape"resilient collaborative entities"to cultivate"chain leader"enterprises and optimize the benefit linkage mechanism for small-scale farmers;third,build a"resilient smart brain"to strengthen technological research and development as well as digital empowerment;fourth,create a"resilient policy environment"to improve regional collaboration and emergency response mechanisms.
