International Incentive Mechanisms for Forest Biodiversity Conservation:Current Situation and Implications

Abstract
Efficient and collaborative incentive mechanisms for forest biodiversity conservation are of crucial importance for maintaining ecosystem services and promoting sustainable development.This paper analyzes the practical implementation of the incentive mechanism for forest biodiversity conservation,summarizes its development experiences based on global typical cases and their optimization measures,and puts forward policy recommendations.Firstly,a scoping study is conducted based on literature review and case studies to classify the global incentive mechanisms currently available for forest biodiversity conservation into fiscal,financial,market,and social types.Secondly,the cases in incentive mechanism operation and optimization in four countries are selected and the current development situation in China is taken into account to discuss its structural deficiencies in China in terms of coordination of incentive mechanisms,efficiency of fund allocation,depth of multi-party participation,and monitoring and evaluation systems.Finally,multiple optimization plans are proposed,including institutional innovation,policy integration,and capacity building,aiming to provide references for China to optimize its incentive mechanisms for forest biodiversity conservation.关键词
