Forestry Policy Changes in the Process of Chinese-style Modernization:Policy Theme Analysis Based on Advocacy Coalition Framework

Abstract
Based on the Advocacy Coalition Framework(ACF),this paper uses the text of China's forestry policy documents since 1949 to extract the key themes of policies at different stages,and analyze the characteristics of the changes in the policies.The study finds that the theme of forestry policy in China presents a changing process of"dispersion-integration-expansion".The changes in China's forestry policies adapt to the four ACF assumptions.It is shown that the Chinese forestry policy subsystem is mainly composed of government led coalition and social force coalition.From an internal logic perspective,the two coalitions leverage their resources and form a multi-stakeholder policy-making pattern through policy-oriented learning and belief integration to drive changes in forestry policies,while the social forces coalition plays a key complementary role in the policy making process.From the perspective of external factors,stable parameter changes exert long-term,fundamental,and persistent impacts.The impact of external events on forestry policy is short-term,complex and changeable,and the biggest impact is the overall social,economic and environmental change.Generally,inter-stage forestry policy changes are distinct and continuous,whereas intra-stage changes remain subtle and stable.Currently,forestry policy changes still depend heavily on external impetus,while internal drivers need to be reinforced.关键词
