"分钱不分田"与"动账不动地":土地延包中的柔性治理机制研究
"Share Money,Not Land"and"Move Accounts,Not Land":A Study on Flexible Governance Mechanisms in Land Contracting-A Case Study Based on Pilot Projects in Ningxia

Abstract
Based on field research in the pilot reform of the"second-round contract extension"in M Village and X Village,Ningxia S City,approved by the Ministry of Agriculture and Rural Affairs in 2019,this paper focuses on two grassroots innovative contract extension models:"sharing money without dividing land"and"adjusting accounts without moving land."The study finds that these two models are concrete practices of the principle of"adjusting benefits without adjusting land."Their core mechanism lies in resolving sharp human-land conflicts at relatively low institutional costs by adjusting the rules of benefit distribution rather than reorganizing land parcels.Specifically,"sharing money without dividing land"achieves"shared benefits,stable land parcels"through the monetized distribution of collective land revenue,while"adjusting accounts without moving land"achieves"clear ownership,continuous operation"by adjusting the contract shares in the accounts of collective economic organizations.These two models maintain the stability of the contracting relationships for the vast majority of farmers(ensuring efficiency),while safeguarding the basic rights of landless or land-poor groups(promoting fairness)through internal village-level redistribution mechanisms,reflecting a form of"adaptive implementation"when grassroots actors face rigid policy constraints and complex local conditions.Through in-depth case analysis,this paper not only provides new empirical evidence for understanding grassroots innovation in China's farmland system transition but also aims to construct an analytical framework for understanding grassroots farmland governance innovation and to offer practical pathways for similar areas to advance contract extension work.关键词
