Opportunities,Challenges,and Countermeasures for Development of Low-Altitude Economy in China's Railway Industry

Abstract
To address the urgent need to integrate the low-altitude economy into China's railway industry,this paper evaluated the macro-environment based on the PEST model.The endogenous drivers for solving"last-mile"connectivity problems,breaking through operation and maintenance bottlenecks,and improving operational efficiency and safety were systematically analyzed.Furthermore,focusing on the specificity of the railway industry,it identified multiple challenges regarding absolute safety and fault tolerance requirements,strong electromagnetic environment interference,linear corridor airspace management,and scenario-driven business model feasibility.Based on these analyses and the current industry status,a development strategy focusing on"from inside to outside,pilot-first,and efficiency-driven"principles was proposed.Specific countermeasures included:prioritizing internal efficiency enhancement scenarios such as intelligent inspection while steadily expanding market-oriented"low-altitude+railway"applications;overcoming technical barriers in high interference immunity and establishing an electromagnetic compatibility certification system adapted to railway environments;breaking departmental barriers to strengthen an"air-ground integrated"collaborative linkage mechanism,and constructing pragmatic and innovative business models while promoting industrial chain collaboration.This study aims to provide references for the railway industry to seize strategic opportunities and cultivate new quality productive forces.关键词
