Abstract
The 200 km/h mixed passenger and freight railway represents a critical nexus between China's high speed and conventional railway network whose operation organization is characterized by complex challenges,including intertwined passenger-freight service demands,cross-directional competition for train resources,and significant speed differentials,while traditional partial optimization methods are limited to systematically resolve the inherent conflict between transportation efficiency and operational safety.In response,this study proposed a hierarchical coordinated optimization framework that spans the entire lifecycle of railway planning,construction,and operation,thereby promoting a paradigm shift from reactive adaptation to proactive coordination.Drawing on multi-source data from the national railway network,distinct operational profiles of coastal and inland corridors were first delineated.Accordingly,a four-stage cyclic optimization methodology,encompassing"product design,schedule planning,operational organization,and strategy implementation"was established,integrating speed differential mitigation with dynamic network resource allocation.Validation via a case study on the Qingdao-Yancheng Railway confirmed the framework's efficacy.The strategies established a coherent link between transportation organization optimization for existing lines and long-term network planning,contributing both theoretical and practical insights into railway system performance enhancement and organization optimization.关键词
