Offensive Techno-Nationalism and the United States'AI Strategy Toward China in the Trump 2.0 Era

Abstract
AI has become a core arena of Great Power Competition.Based on the framework of offensive techno-nationalism,this paper systematically analyzes the evolutionary logic,core motivations,and policy pathways of the United States'AI strategy towards China during the Trump 2.0 era.Research indicates that the United States'containment of China's AI development has entered a new phase of comprehensive institutionalization,with offensive techno-nationalism completing the evolutionary upgrade from"instrumentalization of technology"to"technological securitization"and ultimately to"institutionalization of competition"in the United States'AI field.The concept of offensive techno-nationalism has been fully translated into policy tools during the Trump 2.0 era:technologically,it expands export controls and barriers to technology diffusion with the aim of controlling the"technological singularity",suppressing the innovation of rival nations and seeking the institutionalization of technological monopoly;security-wise,it has generalized the perception of technological threats to legitimize the construction of its exclusive system;economically,through the implementation of discriminatory trade policies and the restructuring of global industrial and supply chains,it shifts the costs of hegemony maintenance and consolidate the United States dominated industrial division of labor worldwide.This not only represents the extreme manifestation of offensive techno-nationalism,but also signifies that US technological containment towards China has exhibited stronger confrontational and systemic characteristics.However,the exclusive,closed,and zero-sum core of this strategy goes against the open and collaborative nature of technological innovation in the era of globalization,resulting in a profound inherent paradox.This not only leads to a sharp surge in the costs of the United States hegemony maintenance,but also reverse-accelerates the formation of a multi-polar technological order.This critical finding provides important reference for assessing the trends of China-U.S.technological competition,grasping the future direction of global governance,and improving China's response strategies.关键词
