The Narrative Turning Strategy of Hegemonic Power in Third-Party Disputes

Abstract
Discourse strategy is a common tool employed by hegemonic powers in international practice,and effective discourse strategies will strengthen hegemony maintenance.The third-party dispute scenario discussed in this paper is closely intertwined with the interests of hegemonic powers and the evolution of the international order.As the dominant role in the system's order,the narrative path adopted by hegemonic powers in dispute events directly affects the effectiveness of their hegemony maintenance.They pay close attention to their strategic interests and carefully consider whether their actions might trigger a fundamental shift in the international order.When these two concerns conflict,hegemonic powers may shift their narrative focus to new conflict events,pre-set dual-track agendas—both implicit and explicit,and use the narrative turning strategy to facilitate the interplay between implicit and explicit narrative motivations.Through phased narrative construction,their true intentions gradually gain legitimacy,forming a coherent discourse around the event.The four stages of a narrative turning mechanism are willingness reshaping and preliminary decision-making,viewpoint redirection and scenario switching,plot generation and practice follow-up,and outcome assessment and process determination.This paper examines the US's application of this strategy to validate this mechanism,offering insights into the underlying logic of strategic narratives by hegemonic powers,and preparing for potential narrative dynamics in China-U.S.relations during theTrump 2.0 era.关键词
