滨海沙滩资源资产配置模式研究
Research on the Allocation Model of Coastal Beach Resource Assets

Abstract
Optimizing the allocation model of natural resources assets and improving asset allocation efficiency are important means to promote the preservation and appreciation of natural resources assets and to protect the rights and interests of owners.At present,the allocation of natural resources assets represented by coastal beaches in China faces five major challenges known as the"four lows and one high",namely,low registration rate for rights confirmation,low standards for usage fee collection,low level of development and operation,low market investment enthusiasm,and high government maintenance costs.Based on a theoretical discussion of usufructuary rights and creditor's rights,this article analyzes the roles and cohesive relation of usufructuary and creditor's rights in natural resources asset allocation.Using coastal beach resource allocation practices as a case study,it explores and innovates models,pathways,and characteristics of usufructuary rights transfer and creditor's rights trading in coastal beach resources.关键词
