Abstract
Improving the post-supply change management mechanism of state-owned land is a key policy tool to support high-quality economic and social development,promote the optimization of urban spatial structure and enhance the comprehensive competitiveness of cities in the era of stock-based development.It is also an important link in advancing the modernization of urban governance systems and governance capacities.This paper sorts out the basic institutional framework for the post-supply change management of state-owned land at the national level.Starting from the triple logics of contract,land use,and resource allocation as well as their interactive relationships,it analyzes the basic logic that change management should follow.The paper summarizes the achievements and experience of Shenzhen's relevant system construction in recent years,and puts forward policy suggestions from aspects such as clarifying the prerequisites for changes to various elements,refining and improving the procedures for such changes elements,and defining the disposal rules for existing contractual agreements.It provides references for continuously optimizing and improving the change management mechanism under the new situation.关键词
