Abstract
The core of safeguarding national food security lies in the effective protection and rational utilization of cultivated land resources.In recent years,the phenomenon of"non-grain conversion"of cultivated land in China has intensified,threatening the cultivated land red line and the stable supply of grain,and the existing regulatory measures are facing multiple dilemmas.From the perspective of food security,this paper systematically analyzes the economic and social logic of"non-grain conversion"of cultivated land,sorts out the current institutional system and practical challenges,and reveals that the core of the problem lies in the vague rights and responsibilities of among decision-makers on cultivated land use and the insufficient interest compensation mechanism for grain cultivation.The paper proposes the construction of a"non-grain conversion indicator system for cultivated land".By combining national overall planning with market regulation,and on the premise of strictly adhering to the cultivated land red line and ensuring the grain planting area,it endows cultivated land users with a certain degree of flexibility,promotes the efficient and rational utilization of cultivated land resources,and provides a systematic solution to address the governance problem of"non-grain conversion"of cultivated land.关键词
