摘要

Abstract

High-tech industries have become a key pillar of economic and social development,and local innovation investment is a crucial driver of high-tech industrial growth.Based on the manually collected data on a number of high-tech enterprises and the total industrial output of national high-tech industrial development zones across Chinese cities from 2010 to 2021,this study examines the impact and underlying mechanisms of local innovation investment on urban high-tech industry development from the dual perspectives of enterprise scale and industrial scale.The empirical results show that local innovation investment significantly promotes the development of urban high-tech industries.Mechanism analysis indicates that local innovation investment attracts innovative talent and enhances urban innovation capacity,thereby facilitating high-tech industrial growth.Further analysis reveals that the digital economy and fintech exert positive moderating effects on the relationship between innovation investment and high-tech industry development.Moreover,as fiscal transparency improves,the positive impact of local innovation investment becomes more pronounced.From the perspective of high-tech industries,the findings highlight innovation investment as a core source of the urban industrial chain,offering important policy implications for improving the overall efficiency of innovation systems and strengthening the leading role of innovation in high-tech industrial development.
