县域产业学院建设的价值意蕴、典型模式及实施路径
The Value Implications,Typical Models,and Implementation Pathways of the Construction of County-Level Industry College

Abstract
As fundamental units of China's socioeconomic development,county-level areas face challenges such as unbalanced industrial structures,weak economic competitiveness,population outflow,and shortages of skilled talent.To address these issues,the state promotes the decentralization of high-quality higher vocational education resources to county-level areas,with county-level industry college serving as the most representative model for this initiative.The development of county-level industry college holds significant value in resolving talent shortages,driving industrial upgrading,empowering rural revitalization,and enhancing the adaptability of vocational education.Drawing from practical experiences,three typical models have emerged:independent operation oriented toward diverse local industries;integrated secondary and higher vocational education centered on diverse local industries;and project-based integrated education targeting single local industries.The establishment of county-level industry college should adopt tailored models suited to local conditions,establish collaborative governance systems and educational mechanisms involving government,schools,industries,and enterprises,and improve multi-level government-coordinated policy support systems,thereby advancing China's high-quality economic and social development.关键词
