The Driving Logic of Higher Vocational Colleges Running Schools in County-Level Areas:Surface Motivations and Underlying Drivers

Abstract
The higher vocational colleges running schools in county-level areas represents a strategic initiative to enhance vocational education's capacity to serve local socioeconomic development.However,this spatial shift from central cities to county-level areas involves a complex interplay of driving and restraining forces.To systematically examine the driving logic behind this running,this study integrates push-pull theory with resource dependency theory,constructing a dual-ring analytical framework:outer-ring contextual push-pull dynamics—inner-ring resource competition.The surface-level motivations of running schools in county-level manifest as push-pull dynamics between central cities and county-level areas.Development bottlenecks and policy incentives in central cities create push forces,while institutional path dependence and resource concentration generate resistance.Policy support and industrial demand in county-level areas form pull forces,yet resource deficiencies and inadequate infrastructure create repulsion.The intrinsic motivation for running schools in county-level lies in strategic choices between national equity-oriented policy resources and the certainty of resources within institutional comfort zones,reflecting their nature as resource-dependent organizations.To successfully expand into county-level areas,higher vocational colleges must align closely with industrial needs,strengthen policy safeguards and incentives,and establish multi-stakeholder collaborative governance mechanisms to drive the socioeconomic transformation of county-level areas.关键词
