协同治理理论视角下我国民办老年大学的时代价值、现实困境与发展路径
The Era Value,Practical Challenges,and Development Path of Private Seniors University in China from the Perspective of Collaborative Governance Theory
摘要
Abstract
Private seniors university plays a significant role in building a lifelong learning system and promoting lifelong learning for all,serving as a crucial complement to public seniors university.They help expand the coverage of elderly education and foster the development of a lifelong learning society;activate elderly resources and promote the silver economy;and meet the diverse needs of the elderly to create a vibrant educational ecosystem.However,private seniors university currently faces practical challenges such as institutional constraints,market operational difficulties,limited social recognition,and inherent developmental shortcomings,which hinder their healthy,orderly,and sustainable development.Based on collaborative governance theory,it is necessary to establish a collaborative governance system involving the government,market,society,and private seniors university,by improving top-level design and strengthening industry oversight;standardizing market-based educational mechanisms and developing diversified operational models;leveraging social resources to enrich the substance of elderly education;and enhancing the internal capacity of private seniors university to improve their aging-friendly facilities and teaching quality,thereby advancing the overall development of elderly education in China.关键词
