长江经济带省级氢能产业政策体系的量化评价研究
Quantitative evaluation of provincial hydrogen energy industry policy systems in the Yangtze River Economic Belt:An analysis based on"Theme-Tool-Efficacy"three-dimensional framework

Abstract
As one of the key drivers for the green energy transition in the Yangtze River Economic Belt,the hydrogen energy industry warrants a systematic evaluation of its industrial policies.This study establishes a three-dimensional analytical framework of"theme-instrument-effectiveness"and employs LDA topic modelling,grounded theory research,and the PMC index model to systematically examine the core themes,policy instruments,and policy effectiveness of 119 hydrogen energy industry policies in the Yangtze River Economic Belt from 1 January 2017 to 31 July 2025.The findings reveal that:1)The hydrogen energy policies encompass nine core themes,including technological innovation in hydrogen,development of the green hydrogen economy,application of hydrogen technologies,and hydrogen policy subsidies.2)Policy instruments fall into three categories:environmental,supply-side,and demand-side,accounting for 23.01％,34.36％,and 42.62％,respectively.3)Overall,the hydrogen energy policy systems across the provinces in the Yangtze River Economic Belt perform well,though notable disparities exist between the eastern,central,and western regions,with room for improvement in policy timeliness,interdepartmental coordination,policy tiers,and policy evaluation.The results not only elucidate the core themes and characteristics of policy instruments within the Yangtze River Economic Belt's hydrogen energy policies but also provide decision-making insights for optimizing and enhancing the hydrogen energy policy systems in the region and other provinces across the country.关键词
