国家公园边界划定中的制度嵌入与地方实践研究
Institutional embedding and local practices in the demarcation of national park boundaries for China

Abstract
Boundary demarcation,a core component of national park construction,is often viewed as a technical and institutional undertaking,yet in reality,it is deeply embedded in social power relations and local development logics.Taking Village T within the Qianjiangyuan National Park pilot area as a case,this article focuses on land tenure issues during boundary demarcation.It argues that the state-led demarcation mechanism not only excludes local knowledge based on natural science and legal institutions but also blurs the boundaries of tenure in practice,exacerbating villagers' anxiety and resistance over development rights.On the one hand,boundary demarcation redistributes spatial resources in the name of ecological protection,on the other hand,its standardized and delocalized demarcation logic ignores historical land use practices and expectations for diversified local development,thereby undermining the policy's social legitimacy.Further analysis reveals that procedural gaps in institutional design,asymmetries between local cognition and state intentions,and implicit resistance in villagers' practices all contribute to a tension between state governance and local responses.While the demarcation process formally clarifies conservation boundaries,but it exacerbates identity crises and governance dilemmas in reality.An analytical approach centered on boundary demarcation helps reconsider the conflict between institutional rationality and local experience in national park governance,deepens understanding of the transitional path toward"collaborative governance",and provides practical insights into the coordination of the relationship between tenure and development in nature conservation policy.关键词
