Intelligent Reconfiguration of the U.S.Cognitive Security Strategy and Its Underlying Competitive Logic

Abstract
As major power rivalries intensify,cognitive competition has emerged as a new frontier of global strategic confrontation.To maintain its dominant position,the United States is accelerating the intelligent transformation of its cognitive security strategy,seeking to reshape global influence and strategic leadership through advanced technologies such as artificial intelligence.This whole-of-government approach integrates technological innovation,policy discourse,and international alliances,aiming to secure dominance in the cognitive domain and construct a new form of cognitive hegemony.Strategically,this process reflects a shift from cognitive defense to cognitive expansion-redefining its guiding concepts,evolving from information manipulation to intelligent intervention,and upgrading from tool-based integration to a smart,data-driven ecosystem of control.Through this transformation,the U.S.attempts to leverage intelligent cognition as a strategic lever to reshape global power dynamics and influence international security structures.Such technology-driven hegemonic expansion poses new challenges to China's ideological security,social stability,and strategic autonomy.A systematic analysis of the U.S.cognitive security strategy's intelligent transformation helps reveal its underlying logic and technological mechanisms,offering insights for China to strengthen its cognitive security framework,enhance discourse power,and contribute to a more balanced global cognitive order.关键词
