Abstract
As the strategic value of open-source intelligence continues to rise within the evolving landscape of global security and great-power competition,its position in the United States has steadily advanced,evolving from a supplementary instrument of traditional classified intelligence to a critical and indispensable tool for sustaining long-term national strategic advantages.The evolution of the United States' open source intelligence strategy embodies a threefold logic.At the level of strategic demand,it addresses the dual imperative of safeguarding domestic security and defense while simultaneously supporting broader efforts to shape the balance of power in great-power rivalry.At the level of technological enablement,the strategy relies on advanced technologies,particularly artificial intelligence to strengthen every stage of the intelligence-production chain,while establishing robust protective mechanisms to ensure the reliability,resilience,and accountability of technological applications in practical operations.At the level of diversified collaboration,the strategy integrates resources from governmental intelligence agencies,private-sector organizations,academic institutions,and international allies,thereby constructing a multidimensional,mutually reinforcing network of cooperation.To facilitate the effective implementation of this strategic framework,the United States continuously enhances capacity building across three major dimensions:technological application,institutional design,and professional talent development.The advancement of the United States' open-source intelligence strategy has far-reaching implications for the international order,manifested in the erosion of other states' data sovereignty and privacy protections,the intensification of a global intelligence-oriented"arms race,"and an elevated risk of international conflict driven by increasingly competitive intelligence operations.Nevertheless,the strategy simultaneously encounters multiple structural constraints,including a dual bind posed by technological dependence and the growing disorder of the information ecosystem,dual pressures from external legal regulations and countermeasures undertaken by strategic competitors,as well as deep-seated tensions arising from coordination barriers within the intelligence community alongside budgetary and organizational limitations.Collectively,these constraints significantly impede the full realization of the intended strategic effectiveness of the United States' open-source intelligence framework,limiting its potential to fully support national security and competitive objectives within an increasingly complex and dynamic global environment.关键词
