Abstract
Currently,the world order is undergoing profound transformation,and the global supply chain restructuring coevolves alongside the multipolar landscape.Against the backdrop of a new round of technological revolution and energy transition,Central Asian countries,endowed with abundant critical mineral resources,are pursuing diversification policies to maximize resource revenues,achieve economic modernization,and elevate their international status.The United States and EU are devoting growing attention to critical minerals in Central Asia,advancing their strategic agenda through actively building cooperative dialogue mechanisms,systematic planning,and targeted deployment.The drivers behind U.S.and EU strategic competition over minerals in Central Asia include the region's rising stature in the global critical mineral supply chain,increasing strategic convergence with the region in critical mineral cooperation,and geopolitical motivations.By establishing critical mineral partnerships with Central Asian countries and attempting to integrate them into a latticework of alliances and partnerships,the U.S.and EU are altering the traditional international division of labor in critical minerals,reshaping the geographical distribution of the global value chain,and undermining the market-oriented,efficiency-prioritized global industrial layout.This has engendered multifaceted impacts,specifically:challenges across social and economic problems in Central Asian regional development;intensified great power competition in the region,propelling Central Asian countries toward a"multidimensional balancing"foreign policy;and undermining the security and stability of the global critical mineral supply chain.An in-depth analysis of U.S.and EU critical mineral policies toward Central Asia offers valuable insights for China in formulating more robust cooperation policies for the region.关键词
