Abstract
Against the backdrop of accelerating global marine economic development,Dalian City has established the construction of a global marine center city as its core strategic objective.This study systematically analyzes the governance challenges faced by Dalian,including weak collaborative motivation and insufficient experience among stakeholders,lack of coordination within the Bohai Rim region,fragmented incentive measures,and inadequate channels for public participation,based on the SFIC collaborative governance model.This study innovatively intro-duces the SFIC model into the governance domain of global maritime hub cities,complementing traditional analyti-cal frameworks.Integrating holistic governance theory,collaborative governance theory,and Digital Governance Theory,it proposes a development pathway centered on:integrating cross-departmental institutions,establishing industrial chain collaboration systems,cultivating multi-stakeholder capabilities,and building smart ocean plat-forms.This aims to provide concrete action plans for Dalian's global maritime hub city development while offering a reference paradigm for governance modernization in similar coastal cities nationwide.关键词
