Abstract

To leverage the foundational and guiding role of standardization in the high-quality development of low-altitude transportation,and to regulate and guide the evolution of low-altitude transportation application scenarios,a coordinated land-air standard system for low-altitude transportation is established.First,based on an analysis of typical low-altitude transportation application scenarios and the current state of standardization efforts,the positioning and principles of this standard system are defined.Second,through an analysis of technical elements and standardization needs,a standard system covering five aspects—including foundational and general standards,data coordination,infrastructure,equipment and devices,and service operations—is constructed.This system encompasses typical low-altitude transportation scenarios such as low-altitude logistics,passenger transport,emergency rescue,traffic condition monitoring,and patrols and inspections.Finally,an evaluation index system is established for this standard system,and the weights of each evaluation index are determined using the Analytic Hierarchy Process and expert scoring.The standard system is assessed using the fuzzy comprehensive evaluation method,and optimization recommendations are proposed.Results indicate an overall evaluation score of 9.315 for the standard system.This framework aligns with the coordinated development needs of low-altitude transportation across land and air domains,effectively guiding standard formulation in the sector while providing support for the scenario-based application of technologies and products.
