Theoretical logic and practical paths of chinese-style forestry modernization
摘要
Abstract
Chinese-style forestry modernization is an integral component of modernization characterized by harmony between humanity and nature.Its core lies in breaking the binary opposition between ecological protection and economic development,thereby achieving the unity of ecological,economic,and social benefits.Guided by Xi Jinping Thought on Ecological Civilization,and grounded in the core concepts of"integrated protection and systematic governance of mountains,rivers,forests,farmlands,lakes,grasslands,and sands",this paper constructes an analytical framework consisting of"one guiding ideology-two core concepts-three practical paths".At the level of material foundation,the paper proposes consolidating the ecological base through high-standard forestland construction and clarifying the multiple outputs of forestry by relying on the functional positioning of the"Four Repositories"of forests.At the level of institutional drive,it emphasizes deepening the reform of the collective forest tenure system to stimulate the vitality of micro-entities,while coordinating the reform of state-owned forest areas with the construction of the national park system to strengthen national strategic guidance.At the level of value realization,it advocates building a mechanism for realizing the value of ecological products and an ecological compensation system featuring government leadership,market operation and social participation,thereby opening the channel for converting"lucid waters and lush mountains"into"invaluable assets".The essence of forestry modernization is a process of collaborative evolution between institutional innovation and new quality productive forces.It requires integrating diverse policy tools with systematic governance thinking to drive a comprehensive leap in forestry from resource management to ecological governance and value creation.关键词
