返乡创业试点政策对农村居民收入的影响研究
Impact of return-to-hometown entrepreneurship pilot policies on rural household income

Abstract
Based on panel data from 1 720 counties in China between 2011 and 2022,this study employs a multi-period difference-in-differences approach and mediation analysis to examine the impact of the return-to-hometown entrepreneurship pilot policies on rural household income.The results show that the policies significantly boost rural income,an effect that remains robust across multiple robustness checks.Mechanism analysis reveals that the policy operates mainly through facilitating factor expansion and quality improvement and enhancing the integration of the three industries.Heterogeneity analysis further shows differential policy effects across different contexts.Specifically,the income increase is significantly greater in central and western regions compared to the east,higher in non-grain-producing counties than in major grain-producing counties,and more pronounced in labor-exporting counties than in labor-importing counties.Additionally,moderate intensity of inter-county competition helps optimize the business environment and enhance policy implementation efficiency.Accordingly,we recommend prioritizing support for central and western regions,non-grain-producing counties,and major labor-exporting counties by strengthening factor integration and industrial linkages,while establishing regional coordination mechanisms to foster constructive policy competition and enhance overall policy effectiveness.关键词
