How does policy-oriented agricultural insurance impact arable land quality?

Abstract
This study utilizes micro-level survey data from the Huang-Huai-Hai major grain-producing region to empirically investigate the impact of policy-oriented agricultural insurance on arable land quality by applying an instrumental variable Probit(IV-Probit)model.To uncover the underlying mechanisms,the analysis incorporates mechanism testing to explore how agricultural insurance affects land quality and conducts subgroup comparisons to assess the heterogeneity of its environmental effects across different farm household types.The results show that farmer'purchase of policy-oriented agricultural insurance has a significant positive impact on farmland quality.It can reduce and diversify the production risks faced by farmers,increase their minimum income,and contribute to improving farmland quality.Moreover,agricultural insurance influences land quality indirectly by encouraging the adoption of organic fertilizer as a form of green capital input.The income security effect strengthens farmers'risk resilience,prompting a strategic shift toward long-term sustainability and profit maximization,and increasing their willingness to bear the costs and potential risks associated with enhanced investment in environmentally friendly inputs.However,the environmental effects of agricultural insurance vary across farmer groups.Among smallholders with limited resource endowments and low risk tolerance,insurance support does not fully induce a shift toward long-horizon returns,thereby constraining environmental benefits.Based on these findings,policy recommendations are proposed including strengthening and expanding policy-oriented agricultural insurance,establishing a synergistic mechanism between agricultural insurance and agricultural technology extension services to provide targeted support and guidance to farmers,and developing differentiated agricultural insurance policies tailored to the needs of different farmer groups.关键词
