美国政府引导型技术清单体系的构成及特征研究

Abstract
The U.S.government-guided technology list refers to documents formally issued by the U.S.government that clearly define technological domains,guide and coordinate the allocation of limited resources toward key areas,and serve national strategic objectives.This paper systematically examines the overall framework,core components,and primary characteristics of the U.S.government-guided technology list system through literature review and case analysis.Research reveals that this system comprises multiple guiding technology list documents organized under a top-down,two-tiered'decision-execution'architecture.It exhibits four defining features:dynamic adaptability,strategic stability,whole-of-government coordination,and fiscal-scientific synergy.This system enables the government to efficiently direct resources toward national strategic objectives,laying a solid foundation for maintaining America's technological competitive edge in global power dynamics.It offers valuable insights for the Chinese government in guiding limited resources toward serving national priority development areas.关键词
