Abstract
Graphene is a cutting-edge new material with broad application prospects.In 2013,the European Commission launched the Future and Emerging Technologies Flagship Program and launched the first batch of Graphene Flagship Program to support research on graphene materials.According to the implementation mechanism of the Graphene Flagship Program organized by the European Commission,an analysis of the organization and implementation experience of the program is conducted from the entire process of topic selection mechanism,implementation mode,team building,funding mechanism,achievement application,research environment,and independent evaluation.The plan has established a scientific and flexible topic selection mechanism,a collaborative and efficient organizational management mechanism,and a comprehensive guarantee mechanism.Starting from the organizational implementation mechanism of the Graphene Flagship Program,it is suggested that China should strengthen strategic and systematic layout,optimize organizational management,explore various funding methods,stimulate greater innovation vitality,and enhance scientific and technological innovation efficiency in organizing basic cutting-edge projects with multiple and uncertain application scenarios similar to graphene materials.关键词
