Promoting the Synergistic Development of Innovation and Talent:A Comparative Study of China,the U.S.,and Japan Based on GII,EIS,and WTR Indices

Abstract
This paper examines globally representative innovation and talent index reports and provides a focused comparative analysis of China,the United States,and Japan based on data from the 2025 Global Innovation Index(GII),the European Innovation Scoreboard(EIS),and the World Talent Ranking(WTR).The study finds that while China's overall ranking in innovation indices continues to rise,its performance in talent-related indicators persistently lags,with notable shortcomings in the reserve of high-level talent,international talent attractiveness,and institutional environment.This structural contradiction—"strong innovation momentum but weak talent support"—stems partly from insufficient corporate R&D investment and is further exacerbated by institutional barriers and international technology restrictions.Based on these findings,this paper proposes four policy recommendations:establishing a more focused indicator system for sci-tech talent;strengthening corporate R&D investment and continuing education;optimizing the institutional environment to enhance international attractiveness;and promoting a balanced approach between international exchange and cooperation and domestic cultivation.关键词
