技术赋能、组织协同与空间重构:政务服务的数字治理优化路径研究

摘要
Abstract
In the process of digital government construction,online government services are the core application scenarios of digital government.Driven by technological innovation,government services are undergoing profound changes from in-person procedures to online services and from fragmented governance to coordinated governance.This paper explores the digital governance mechanism of government services from the perspective of modernizing the national governance system and governance capacity,aiming to optimize the digital governance of government services.Based on this,it innovatively constructs a three-dimensional analysis framework of"technology-organization-space"to examine governance dilemmas from the perspectives of technology empowerment,organizational collaboration,and spatial restructuring.Currently,the digital governance of government services faces three major dilemmas:at the technological level,multiple standards and security issues coexist;at the organizational level,personnel resistance and mechanism imbalance coexist;at the spatial level,capability differences and supply mismatch coexist.To respond to the people-centered philosophy of development requirements and continuously enhance the sense of fulfillment and happiness of the people,the following advancement ideas should be adhered to:firstly,in terms of governance capacity,make good use of modern information technology;secondly,in terms of governance system,promote the construction of an integrated government;thirdly,in terms of governance concept,deepen two-way interaction by orienting services toward public demand.Based on this,this paper clarifies the following optimization paths for the digital governance of government services:firstly,improve the technology integration mechanism and enhance the full lifecycle governance of data;secondly,deepen the coordination and transformation of government departments and improve the ability and quality of government personnel;thirdly,balance the supply and demand relationship of government services and improve the inclusive interaction mechanism.In the future,the digital governance of government services needs to pay attention to technology ethics and fairness,continuously promote the iterative development of digital governance of government services,and provide support for modernizing the national governance system and governance capacity.关键词
