新质生产力赋能数字乡村治理的运行理路
Operational logic of empowering digital rural governance through New Quality Productive Forces
摘要
Abstract
The development of digital villages,as a key component of the rural revitalization strategy,is receiving increasing attention.Taking New Quality Productive Forces as the core analytical perspective and focusing on their three major characteristics of"high technology,high efficiency,and high quality",this paper systematically explains how New Quality Productive Forces can reconstruct the digital rural governance system through an integrated innovation path,address the current disconnection between technology applications and governance needs,and ultimately promote the formation of a new digital rural governance pattern characterized by digital-intelligence integration,collaborative governance,and value-oriented goodness.Based on a systematic observation of digital rural governance practices,this paper constructs an analytical framework including five dimensions:industrial upgrading,resource integration,cultural identification,subject vitality activation,and model optimization,to deeply reveal the underlying mechanism through which New Quality Productive Forces empower digital rural governance.The findings show that New Quality Productive Forces,by injecting innovative technological elements,systematically transform traditional governance links,and promote the deep integration of the governance system at three levels:first,the"dual intelligence integration"of"artificial intelligence+the people's wisdom",achieving the local adaptation of technology and precise guidance of governance direction;second,the"dual line integration"of"online+offline",expanding the spatial dimension of governance and enhancing the coverage and response efficiency of service supply;third,the"dual network integration"of"Party building network+governance grid",effectively stimulating the participation of multiple subjects in collective actions and strengthening governance synergy.With its strong adaptability and innovativeness,New Quality Productive Forces foster a new development pattern in digital rural governance,achieving an organic unity of technological empowerment,institutional optimization,and value guidance.This paper not only enriches the research system of New Quality Productive Forces and digital rural governance at the theoretical level,promoting the theoretical integration between technological innovation and institutional evolution,but also proposes practical and feasible development paths at the practical level,providing valuable references for modernizing rural governance and exploring a rural revitalization path with Chinese characteristics.关键词
