基层数字治理内卷化的生成机理及破解路径
Formation mechanism and countermeasures of involution in grassroots digital governance
摘要
Abstract
Digital technology,as a significant force reshaping social structures,exhibits an unanticipated phenomenon of involution in grassroots governance,termed"growth without development".Based on the theoretical framework of involution,this paper employs methods such as literature analysis and theoretical deduction to systematically define involution in grassroots digital governance.It delves into and reveals the formation logic and mechanism of involution from four dimensions:administration,market,organization,and culture.This paper finds that involution in grassroots digital governance manifests as goal involution characterized by competition upgrades of digital symbols,mode involution marked by governance paradigm homogenization,construction involution featuring redundant investment in digital infrastructure,and technology involution characterized by the instrumental alienation of application systems.These primarily stem from pressure from digital tournaments in the administrative dimension,the logic of technological capital proliferation in the market dimension,administrative barriers due to compartmentalization in the organizational dimension,and the prevalence of"technology fetishism"in the cultural dimension.To escape from this dilemma,it is essential to fundamentally shift from a"material-oriented logic"to a"human-oriented logic".This involves returning to the people's standpoint from a value perspective,promoting the reconstruction of powers and responsibilities at the structural level,guiding the synergy between technological rationality and public welfare at the market level,and cultivating pragmatic technological concepts at the cultural level.This approach aims to ensure that digital governance truly enhances governance efficiency and social welfare.This paper provides new theoretical perspectives and practical paths for identifying and eliminating digital formalism and modernizing grassroots digital governance.关键词
