Conceptual renewal and institutional creation of meta-regulation for deep synthesis technology

Abstract
With the help of"deep learning"and"generative adversarial networks",the deep synthesis technology has developed into a disruptive technology in the field of artificial intelligence,characterized by high authenticity,technological simplicity,and a broad user base.Deep synthesis technology is closely integrated with social application scenarios,which not only improves transaction efficiency and life convenience,but also poses risks such as personal privacy leakage,disruption of competitive order,and even threats to national security due to technology spillover.Government regulation characterized by"command-control"considers not enough the uncertainty and complexity of technological applications,while self-regulation characterized by freedom may lead to the abuse of private power.This paper proposes the application of meta-regulation to reconcile the conflict between original regulatory modes and the development of deep synthesis technology,and advocating the critical reflection on self-regulation,which is beneficial for responding to the risks and hidden dangers brought by deep synthesis technology.The meta-regulation for deep synthesis technology requires the construction of information disclosure and negotiation and communication mechanisms,the establishment of a co-governance mechanism involving multiple regulatory entities,the refinement of full-lifecycle regulatory procedures,and the improvement of risk assessment and accountability systems,so as to achieve a dynamic balance between scientific and technological development and risk prevention.关键词
