何以破除"候鸟型"社区人口治理难题?
How to overcome the governance challenges of"migratory bird"communities?—A case study of the agricultural-tourism industry development in Wenshan Town

Abstract
Enhancing the level of grassroots governance is a crucial lever for advancing the comprehensive revitalization of rural areas,promoting urban-rural integration,and realizing Chinese modernization.China is currently in a phase of large-scale urban-ization focused on improving quality and efficiency within the existing urban fabric,facing multiple challenges such as demograph-ic shifts and the integration of agriculture and tourism.In this context,effectively governing"transient communities"(or"migrato-ry bird communities")that must proactively adapt to change has become an important issue.This paper takes a"transient commu-nity"in central China,which is based on the development of an agriculture-tourism industry,as a case study.Using social capital theory,it reveals the action logic through which the Party cultivates society to achieve effective governance.The research demon-strates that Party building leadership,through a governance logic of value integration,actor linkage,and institutional provision,fosters the development of social capital elements within the community—such as network relationships,trust,and norms.This approach breaks through governance dilemmas like the population inversion caused by non-locals in"transient communities,"achieving a virtuous cycle of"enhanced community governance efficacy+feedback for the development of the agriculture-tourism industry."This study not only demonstrates an effective pathway for the Party to cultivate society but also provides a theoretical foundation and policy insights for addressing common challenges of community integration within the development of the agricul-ture-tourism industry.关键词
